In a milestone for the regional hospitality and leisure sector, Tanah Merah Country Club (TMCC) has been named among Singapore’s Top 300 Employers in the inaugural 2025 Singapore Opportunity Index (SOI).
Notably, TMCC is the first golf and country club in the nation to receive this recognition, distinguishing itself as a "Career Launcher"—a category reserved for organizations that provide exceptional entry and early-career opportunities while building momentum for future workforce progression.
Launched by the Ministry of Manpower (MOM) on 21 January 2026 at the Orchard Hotel, the SOI is a national benchmark designed to identify employers who actively support career growth. Unlike traditional rankings based on surveys or perception, the SOI utilizes verified government data to measure actual outcomes for workers.
The inaugural index evaluated approximately 1,500 companies with a combined workforce of nearly 1 million. Organizations featured in the Top 300 are among the largest employers in Singapore.
The Index assesses performance across five key workforce outcomes:

The "Career Launcher" designation recognizes TMCC’s commitment to helping individuals gain a solid start in the industry through structured training, performance management, and sponsored development programs.
"Talent is developed, not discovered," said Elliott Gray, General Manager of TMCC. "Opening doors alone is never enough. What matters is what happens after. Clear pathways, fair progression systems, and consistent guidance turn potential into capability and new starters into long-term contributors."
Sheyanne Ho, Human Resources Manager at TMCC, added: "Our goal is to create an environment where every team member can reach their full potential. Recognition by the Singapore Opportunity Index reinforces that our efforts to build equitable opportunities are making a real impact."
The SOI is a joint initiative by the MOM, the Singapore University of Social Sciences (SUSS), and the Burning Glass Institute. It serves as a key recommendation of the Tripartite Workgroup on Human Capital Capability Development, established to strengthen workforce resilience amid evolving manpower constraints.
As the golf industry in Asia continues to professionalize, TMCC’s inclusion in this elite list highlights how clubs can create real upward mobility for their staff, ensuring that progress is earned, supported, and sustained.
